Abstract
This study examines how both the broadcast regulation of program quota and the controversy over it have been evolved in Korea. By doing so, it attempts to identify the current pending-issues concerning the regulation requiring over-the-air broadcasters to allocate a certain amount of time for programs produced by independent production companies and to suggest closely interrelated guidelines for solving the questions. Disputes around the programming quota policy have aroused since 2001. After ten years of a period of enforcement of the regulation, the bulk of research called the outcome of the policy into question. Recently, most of media scholars tend to focus upon making alternative measures. The arrangement of a standard contract between over-the-air broadcasters and independent companies, effectiveness of production cost quota in addition to programing quota, and introduction of a new television channel specialized to broadcast programs produced by independent companies are the current subject of many disputes. This study compares these three alternatives largely in terms of achieving expected efficiency with a sense of fit between broadcasters and independent companies. It presents that introducing a new channel among others would be an optimal choice because it comes from a new way of thought of enlarging the size of a circulation market rather than sticking to expand a production market directly.
