Abstract

Chinese broadcasting systems keep playing an important role as the mouth organ of the (communist) party ever since the ‘liberalization’of China in 1949. Every Broadcasting system was state-owned, ran and supported by the country and spoke for it. They were regarded as official media. In middle 80’s, Chinese government also encouraged the local government to establish their own TV and radio stations to cover their own territory as a kind of the localization of economic center policies. Resulted from the economic growth and the change of government media policy, by the middle 90’s, over 3000 TV stations were established. In late 90’s Chinese government proclaimed ‘the ablactating’of the majority of TV stations of China as part of the series of administration reform and improvement on international competitiveness. So most TV stations had to struggle with tough challenges from inside and outside of the TV industry. In this business environment, recently Chinese TV industry has coped with new challenges: segmentation of audience and specialization of channels. The Chinese Central Television (CCTV) is not an exception in this challenge. CCTV has performed audience researches over decade and the results were reflected in the programming strategy. Even though CCTV is state-owned national broadcasting system ; it doesn’t have income from license fee like that of BBC of England and NHK of Japan. Unlike CCTV, over 90% of their income comes from commercial advertisement sales, so their programming strategy is not much different from commercial broadcasting companies.
