이 연구는 한국의 성별 임금격차 시정 제도가 실효성 있게 작동할 수 있도록 정책적 보완 방안을제시하는 것을 목적으로 한다. 이를 위하여 현행 성별 임금격차 시정 제도의 한계를 비판적으로 검토하고, 해외의 주요 정책 사례를 비교 분석하여 도출한 시사점을 바탕으로 현행 제도의 개선 방안을 제시하고자 한다. 한국의 성별 임금격차 시정 제도는 노동자 개인의 문제제기를 시작으로 하여사후적으로 대응하는 방식이다. 이는 임금격차 시정의 부담을 노동자 개인에게 전가함으로써 현행고용차별금지법이 임금의 영역에서 실효성이 떨어지는 원인으로 작용하였다. 이 연구에서는 캐나다온타리오주의 형평임금 제도, 영국의 성별 임금격차 공개 제도, 뉴질랜드의 노인 돌봄노동자 저임금개선 정책 사례를 분석하였다. 이를 바탕으로 한국에 집단적･사전적 성별임금격차 시정제도를 도입할 필요성을 강조하고 노동조합 등 노동자 대표조직과의 협력을 통한 실효성 있는 적용 방안을 제안하였다.
Abstract
The purpose of this study is to suggest policy supplementary measures to ensure that the gender wage gap correction system in Korea works effectively. To this end, I would like to suggest ways to improve the equal pay policy based on the implications that have been obtained by reviewing the current limitations of the Korean equal pay system and by analyzing policies in Ontario, UK and New Zealand. Current employment discrimination law in Korea has been ineffective in the area of wages by transferring the burden of correcting the wage gap to individual workers. This study analyzed the pay equity policy in Ontario, the pay disclosure policy in UK, and the case of New Zealand’s low - paid elderly care workers. Based on this, the necessity of introducing a collective and proactive pay equity system in Korea is emphasized. Further, this study proposes cooperation with representative organizations such as labor unions.
