초록

본 연구는 국민과 기업이 원하는 공공데이터 수요를 확인하기 위해 2017년부터 2019년까지 3 년간 국민이 공공데이터 포털(www.data.go.kr)을 통해 제공신청한 자료를 구조적 토픽 모델링(STM) 을 활용하여 분석하였다. 분석결과, 교통, 의료/복지, 행정, 실시간 데이터 등 9개 토픽이 도출되었으며, 토픽 2(교통(지하철, 버스)), 토픽 4(실시간 데이터), 토픽 5(부동산), 토픽 7(의료, 복지)은 2017년이후 전반적으로 제공신청 비중이 증가하는 추세로 나타났다. 또한, 분석결과를 바탕으로 연도별, 유형별, 전국단위 중심의 개방, 원자료(raw) 중심의 개방, Open-API 개방 확대, 공공데이터 제공 운영실태 평가 지표의 실효성 제고방안 등 향후 공공데이터 개방 정책의 방향을 제시하였다.

Abstract

This study analyzed the data that citizens requested through the Korea’s Open Data Portal(www.data.go.kr) for 3 years from 2017 to 2019 using structural topic modeling (STM) to see the demand of citizens and corporations for open data. As a result of analysis, 9 topics such as transportation, medical / welfare, administration, and real-time data were derived, and topics 2 (transportation (subway, bus)), topic 4 (real-time data), topic 5 (real estate), and topic 7 (medical, Welfare) seemed to increase in the proportion of open data requests since 2017. In addition, based on the results of the analysis, the direction of future open data policies in yearly, types, publishing of nationwide data and rawdata, and increasing Open-API were suggested.
