Abstract
Since the disintegration of the Soviet Union in 1991, Koryosaram, ethnic Koreans in the Commonwealth of Independent States (CIS) or CIS Koreans, have performed deterritorialized migration beyond the places to which they had been tied for approximately a half-century. The return migration or remigration of CIS Koreans has taken divergent routes and constituted multiple layers. Among them, the migration of CIS Koreans to South Korea is an interesting case in which the historical roots and social ties are transformed by the general imperative of the global economy. The number of CIS Koreans who visit and reside in South Korea has been rapidly increasing since 2007 when the Visiting Employment System (VES) was introduced. As of 2010, the number of official CIS Korean residents in South Korea is estimated at 10,000, and those who come from Uzbekistan comprise the majority. Although their community is rather invisible, especially compared to that of Korean-Chinese, their enclaves have been formed in certain parts of metropolitan areas such as Seoul and Busan. More than half of CIS Koreans in South Korea work in manufacturing factories and construction sites and their socio-economic condition is not different from that of non-Korean migrant workers. It should also be noted that family separation is nearly universal and there are intervening obstacles to family reunion. In this condition of migrancy, South Korean protestant churches have provided public spaces for social relationships and communication networks among CIS Koreans. Recently, a group of elites has emerged who have successfully adjusted themselves to South Korean society and have been self-employed or working as professionals, thanks to their transcultural capital, which has been constructed through their contact with South Korean people and culture at large. CIS Koreans incessantly perform cross-cultural negotiation whenever they come into contact with South Koreans in everyday life. It is not the case that they confirm a co-ethnicity with South Koreans, but that they perceive the differences between themselves and South Koreans. Contrary to the expectation that CIS Koreans will be assimilated into South Korean society and culture, they redefine their cultural identity through detecting the differences between themselves and South Koreans. The “Korean ethnicity” that they try to redefine is itself transnational and transcultural and is contested by its dominant meaning in South Korea. In conclusion, their residence in South Korea is but one chapter of their international sojourn and mobile livelihood.
