본 논문은 재정공급과 재정수요을 동시에 고려하는 조세부담률 결정요인모형을 기초로 고령화가 조세부담에 미치는 영향을 분석하였다. World Bank의 World Development Indicator 2003 (WDI2003)를 이용하여, OECD 30개 국가에 대하여 1970-2001년 기간에 걸쳐 구축한 국가패널자료(Panel-Country Data)를 이용하여 조세부담률 결정에 있어서 고령화의 영향을 실증분석하였다. 추정결과 재정공급 측면을 반영하는 설명변수 중에서는 일인당 GDP, 농업생산비중, 수출입비중 모두 양의 값을 갖고 유의하였으며, 재정수요 측면에서는 정부소비지출의 비중은 양의 값, 정부자본지출은 음의 값을 갖고 각각 유의하였다. 그리고 고령화가 진행됨에 따라 조세부담률이 감소하다가 다시 증가하는 U자 형태를 보인다는 것을 발견하였다. 고령화가 조세부담률에 영향을 미치는 경로를 살펴보기 위한 축차방정식 모형(recursive equation system)을 추정하였다. 그 결과 고령화가 조세부담률에 미치는 간접적인 경로를 분석해 보았는데 고령화가 일인당 GDP에 영향을 미친 후, 이를 통해 조세부담률을 초기에는 증가시키다가 점차적으로 떨어뜨리는 경로와 고령화가 정부소비지출을 증가시키고, 이를 통해 조세부담률을 증가시키는 경로를 발견할 수 있었다. 본 논문은 OECD 국가의 경로를 따른다는 가정 하에 축차방정식에서의 조세부담률 결정요인 추정결과를 연장추계(projection)하여 한국의 조세부담률을 전망하였다. 추계결과 조세부담률은 지속적으로 상승할 것으로 전망되었다. 특히 노인인구 비중이 20%를 넘어서서 초고령 사회로 접어드는 2026년을 전후하여서부터는 조세부담률 상승폭이 급속도로 커지는 것을 확인할 수 있었다.
Abstract
In this paper we investigate the effect of population aging on tax burden ratio in 30 OECD countries during the period 1970～1997 by using the fixed effect model estimation. Also, we explore the channel of how population aging affects tax burden ratio by using the recursive equation model estimation. The estimation result shows that tax burden ratio increases at the increasing rate as old age dependency ratio goes up. We also find that the old age dependency ratio affect the tax burden ratio directly in the shape of U-shape and affect the tax burden ratio indirectly via GDP per capita, government consumption expenditure, and government capital expenditure. By using the result of the recursive equation estimation, we forecast the tax burden ratio in Korea during the period 1991-2030. The forecasting result shows that tax burden ratio in Korea will increase rapidly.
