우리나라 국고금 조달운용체계의 개선을 위한 적극적 국고자금관리 도입 방안

이 글은 정부의 지출규모와 금융시장 자금조달이 대폭 늘어나면서 정부부문이 금융시장에 미치는 영향도 크게 확대될 것으로 보이는 현 상황에서 우리나라 국고금 조달운용체계의 개선 문제를 검토한다. 이를 위하여 미국, 영국, 독일, 프랑스, 네덜란드 등 선진국의 국고자금 조달운용체계에 대하여 살펴보고 아울러 개도국의 국고자금 조달운용체계의 문제점을 파악한다. 또한 정부의 국고자금 조달운용체계 개선에 반영해야 할 금융시장과 정부 부문간의 상호작용문제도 검토하는데 금융시장의 발전이 정부의 국고자금 관리에 미치는 영향과 함께 정부의 국채 및 국고자금 관리가 금융시장에 미치는 영향에 대해서 살펴본다. 이상의 다양한 관점의 검토를 바탕으로 이 글은 최근 선진국에서 채택하고 있는 적극적 국고자금 관리체계를 우리나라에도 도입할 것을 제안한다. 이를 위한 구체적인 정책과제로서 국고자금 흐름의 예측시스템 구축, 정부와 중앙은행 간의 협조시스템 등을 제안한다.
Abstract
This paper examines the current government cash management system in Korea and suggests several policy tasks to enhance it. This issue is timely since the government expenditures and financing in securities markets are rapidly increasing as a result of the global financial crisis. The paper reviews the systems in advanced countries such as the US, the UK, Germany, France and Netherlands, drawing several implications for emerging economies. Furthermore, this paper analyzes the interactions between the government sector and the financial markets, which should be considered in making a development plan of the government cash management system. Based on these reviews and analyses, the paper suggests the adoption of an active cash management system in Korea, which has been working in advanced countries. Effective forecasting system of the government cash flows and close cooperation between the central bank and the government are very important to successfully introduce the active cash management system.
