통화채에 의한 유동성통제: 효과와 정책과제

본 연구에서는 우리나라 중앙은행의 통화채발행에 의한 유동성 통제 방식의 문제점을 살펴보고 그 대응방향을 논의하였다. 우리나라의 통화당국은 주로 非 통화성 부채인 通貨安定證券(이하에서 통안증권)을 대규모로 직접 발행하거나 퇴장시켜 국외부문 등에서 공급된 과다 혹은 과소 유동성을 조절하고 있는 형태를 취하고 있다. 이로 인한 거액의 통화채 잔액은 정책당국의 유동성통제력약화와 이에 따른 인플레기대심리확대, 금리왜곡, 중앙은행수지적자확대에 따른 정책신뢰성의 약화 등 심각한 부작용을 야기하고 있다. 향후 통화당국이 우선적으로 다루어야 할 정책과제는 원천적으로 방출되는 본원통화를 최소화 시키는 일일 것이다. 또, 통화총량 혹은 총유동성 변수를 인플레와 자산거품에 대한 중요한 정보를 제공하는 변수로 보다 더 활용할 필요가 있다. 그리고 정부는 내국인이나 내국기업의 해외투자를 촉진하기 위해 보다 적극적으로 나서야 한다. 마지막으로 중앙은행이 본연의 업무인 유동성 관리에만 전념하도록 통화채를 단계적으로 국채로 전환하는 등 관련 제도적 개편도 본격적으로 모색할 필요가 있다.
Abstract
From the 1970s to the early 1980s, the main channel for excess money supply was the central bank's rediscount window. Since then, however, this channel has been used for the central bank's acquisition of foreign money as the opening of Korean financial markets was rapidly accelerated. Most recently, both the base money supplied and the central bank bonds issued to absorb excess money stock have continuously and dramatically increased. The continuation of this behavior of monetary management has resulted in serious negative effects not only on financial institutions and financial markets but also on the real economy in Korea. This paper examines the negative effects of recent liquidity management based on the manipulations of the monetary management bonds including the central bank bonds and suggests some policy directions to improve the efficiency of monetary management in Korea.
