Abstract

This study examines the decline in the number of reported cases of overseas PhD holders while the number of domestic PhD holders continues to increase. It analyzes the differences between the two groups and explores the reasons for the relative decline of overseas PhD holders. By comparing differences in research output, wage disparities, and changes in the return on graduate education as measured by wages, the study finds that in the fields of natural sciences and engineering, improvements in the quality of domestic education appear to be a contributing factor to the decrease in overseas PhD holders. In contrast, in the humanities, foreign PhD holders still demonstrate higher research productivity, but the wage gap between the two groups is not significant. This relatively low wage difference, combined with a general decline in undergraduate enrollment in the humanities, seems to have contributed to the decrease in foreign PhD holders. The social sciences show a widening gap in research productivity between overseas and domestic PhD holders, with the wage difference between the two groups remaining relatively high compared to other fields. Additionally, the decline in overseas PhD holders appears to be significantly influenced by the decreasing returns on graduate education in the Korean labor market. Not only has the average return declined, but the financial benefits of graduate education have remained largely unchanged even among high earners. In particular, the fact that returns on graduate education are not substantial for top earners in their 30s and 40s suggests that current undergraduates may not perceive obtaining a PhD as a financially rewarding investment for the future.
