미국, 영국, 캐나다의 숲과 자연교육 현황과 국내 숲 유치원의 정책 및 활성화에 대한 시사

초록

본 연구는 미국, 영국, 캐나다의 숲과 자연교육현황을 분석하여 도약발전기에 있는 국내 숲유치원에 시사점을 도출하기 위한 목적으로 실행되었다. 연구방법은 문헌연구(저서, 연구물, 인터넷 등)와 현지방문, 그리고 서면 인터뷰 등을 통해 이루어졌다. 연구결과, 첫째 미국이 최근 No Child Left Inside(2008/2015) 법안을 통해 유아동의 환경교육과 실외교육의 두 가지 핵심과제를 해결하고자 한 것처럼, 국내에서도 산림청, 교육부, 보건복지부, 환경부 등의 다양한 부처 간 협력을 토대로 지자체에서 실천될 수 있는 중앙정부차원의 법과 정책의 정비가 제안될 수 있을 것이다. 둘째, 숲유치원을 넘어 숲학교의 개념으로 초·중등학생들까지 아우르는 영국의 숲교육 개념 그리고 숲학교를 지속가능발전교육의 일환으로 운영하고자 하는 영국의 사례는 국내 숲 교육에 시사하는 바가 크다. 셋째, 캐나다 지역교육청이 국유림을 활용하여 실외교육과 과학, 언어, 역사 등과의 통합적 교과연계를 도모하고 있듯이 우리나라의 숲교육에 있어서도 학교와 지역교육청과의 로컬 가버넌스에 대한 시사를 받을 수 있을 것이다.

Abstract

The present study aims to give an implication to Korean forest kindergarten through the analysis of United States, United of Kingdom and Canada’ forest and nature education system and policies. First, we need to develop the central government’s policy under the partnership with Department of Education, the ministry of Health and Welfare, Department of Environment as well as Forestry Service. The U.S. Senate’s No Child Left Inside Act, passed the Senate on 2008 and amended it as 2015’ Every Child Achieves Act and it implies to Korean society. Second, we need to develop forest kindergarten ethos in the context of education for sustainable development and environmental education like U.K and U.S. forest school has done. Third, we need to activate the local governance which is the partnership among local school boards, environmental education center and schools in order to facilitate forest kindergarten.
