Abstract

Korea made rapid economic growth from 1980' and the shortage of labour forces were felt in Korea. Many foreign labourers were invited to Korea and the interest on foreign labourers was increased. The concern on multiculturalism began from that time. It was a relatively new problem and still is an experiment. The theoretical basis of multiculturalism is very different from discrimination or assimilation policy. And it's theory is very closely related to pluralistic society of the post-nationalistic era. The theoretical basis of multiculturalism can be found in secular State theory. In this theory, the secular State can be a center of many religions but State itself have no concrete contents of any religion. This can be a model for the application of multiculturalism in a given State. The multiculturalism can be considered as a desirable policy but it has also it's own risk. Even now, almost all countries adopt assimilation policy and there is no country where multiculturalism is practiced fully in grand scale. This observation makes us to think that micro-level approach according to situation is more practicable. The imagined community can be obtained through the imagination which is called as identity. The most desirable access to this imagined community will be to secure maximum individual choice as well as fortifying this community.
