Abstract
This study explores Korean youth political representation and explains the causes of the political-institution and political culture dimensions. Existing studies on young Koreans' political representation have mainly focused on identifying low states in terms of technical representation and suggesting institutional improvement. However, the results of a series of institutional efforts to increase youth representation have shown limited results over the past decade. This study aims to examine the technical representation of young people in the Korean National Assembly and local councils and the actual representation of youth and analyze the causes of under-representation and suggest alternatives. First, the Korean National Assembly and local councils operate a mixed election system from the political-institutional level. Still, the inflow of young politicians was difficult due to the district-based and majority system's strong characteristics. With the rise of youth issues, various methods such as youth nomination quota system, youth politician support system, and youth participation council have been created at the political party level to improve youth representation since 2010. However, the introduction of such methods did not become a fundamental alternative for revitalizing youth politics. These limitations originated by political parties' efforts not to be sustained. Fundamentally, the advancement of young people's technical representation did not automatically lead to their monopolistic or consistent advocacy about the young generation's main issues. In some cases, due to the youth quota system and the support system, he grew up as a youth politician within the political party. Instead, there were many cases socio-economic elite ran for youth parliament members. Besides, among the younger generation, the proportion of elected elites with high age groups was high. Second, political culturally, young people in Korea are less involved in voting than other age groups and show passive characteristics in their participation in formal organizations such as political parties and youth political consultative bodies. Therefore, more important than introducing a system to enhance technical representation is the consistent will and effort of political parties to continuously promote measures to increase youth's political participation in the long term substantially. It is necessary to continue institutional support to establish the Youth Party and youth politics that major political parties are promoting. The institutional dimension is not entirely exclusive from political and cultural factors because it influences the long-term socialization process through interaction of actors, learning, and adaptation. At the social level, it is necessary to provide opportunities for youth to grow as subjects who can advocate their problems by experiencing practical participation in civic education and political activities.
