지속가능발전 및 협력적 거버넌스 관점에서의 지속가능발전협의회 관련 조례분석 및 개선 방향: 충남 13개 시･군을 대상으로

본 연구의 목적은 지속가능발전을 추진하기 위하여 충남지역 기초자치단체에 제정된 ‘지속가능발전협의회 설치 및 운영’ 조례에 대하여 지속가능발전 및 협력적 거버넌스의 관점에서 분석하고 이를 토대로 국제사회의 요청에 부응하는 보다 진전된 조례로 발전하기 위한 개선 방향을 제시하는 데 있다. 연구 결과, 거의 모든 사례 조례는 국제사회가 강조하는 지속가능발전 개념 및 협력적 거버넌스의 관점을 충분하게 견지하지 못하고 있다는 점이 확인되었다. 이에 본 연구에서는 관련 조례가 2015년 UN 총회에서 채택한 지속가능발전에 관한 합의사항과 ‘ 지속가능발전 기본법’ 등을 기반으로 한 전면 재검토의 필요성을 제기하였다. 개선 방향으로 지속가능발전은 경제발전과 사회통합, 환경의 지속가능성에 대하여 통합적으로 접근한 개념이라는 점, SDGs를 행정의 핵심 목표와 가치로 제시해야 한다는 점, 목적 달성을 위한 핵심 수단으로 SDGs의 수립과 관련 지표 및 평가 등을 제시해야 한다는 점, SDGs의 핵심 이행 기반으로 협력적 거버넌스를 구축해야 한다는 점, SDGs는 지자체 정책 및 계획으로의 반드시 연계되어야 한다는 점 등을 기본조례의 제정 등을 통하여 반드시 반영하여야 한다는 점을 제시하였다.
Abstract
This study first analyzes the ordinance for ‘Sustainable Development Council Setup and Operation’ legislated in the local governments of Chungcheongnam-do province to promote sustainable development from the perspective of sustainable development and cooperative governance. Then, based on the analysis results, it aims to suggest a direction for improvement to develop the ordinance into a more advanced one that meets the demands of international society. As a result of the study, it was revealed that almost all cases of the ordinance failed to sufficiently entail the concept of sustainable development and the perspective of cooperative governance emphasized by the international society. In this regard, this study raised the necessity for completely reviewing again the relevant ordinance based on the agreements on sustainable development adopted at the UN General Assembly in 2015 and the ‘Framework Act on Sustainable Development’. As a direction of improvement, it was suggested that the following factors must be reflected in the ordinance. First, sustainable development is an integrated approach to economic development, social integration, and environmental sustainability. Second, SDGs should be presented as the core objectives and values of administration. Third, the establishment of SDGs as well as the related indicators and evaluations should be presented as a core means to achieving the objectives. Fourth, cooperative governance must be built as the core implementation base of SDGs. Fifth, SDGs must be connected to the policies and plans of a local government.
