생산자 책임 재활용 (EPR) 제도가 제품 포장에 미친 영향 분석을 통한 패키지 디자인 시사점 도출 - 독일 그린도트 프로그램의 사례를 중심으로 -

연구배경 각종 환경 관련 법률과 제도가 요구하는 바를 실제 제품과 포장 결과물에서 구현하는 일의 상당 부분을 디자이너가 담당하고 있으므로 디자이너가 해당 법규를 구체적으로 이해하고 있다면 보다 효과적으로 대응할 수 있다. 본 연구에서는 여러 환경 관련 법규 중에서도 특히 디자인과 밀접한 관련이 있는 독일 EPR 제도(그린도트 프로그램)의 사례를 통해서 환경 규제가 패키지 디자인에 미친 영향을 살펴본다. 연구방법 본 연구는 다음과 같은 순서와 방법으로 진행하였다. 첫째, 수많은 환경 관련 법규 중 특히 디자인과 직접 연관이 되는 규제에는 어떤 것들이 있는지 확인하기 위해 유럽을 비롯한 주요국들의 환경 관련 규제를 전체적으로 조망해 보았다. 둘째, 그 중 디자인과 연관성이 높다고 판단된 유럽의 EPR 제도, 그리고 그 출발점이라고 할 수 있는 독일의 그린도트 프로그램을 중심으로 문헌 연구를 통해 규제가 디자인에 미친 영향을 살펴보았다. 연구결과 독일의 포장폐기물 법령에서 구분하는 기본적인 방법에 따라 포장을 운송을 위한 포장, 유통을 위한 2차 포장, 판매를 위한 최종 포장의 세 가지 그룹으로 나누어, 법령이 시행된 이후 패키지 디자인이 어떻게 변화되었는지 각각의 그룹별로 구체적인 사례를 통해 분석해 보았으며 그 결과 6가지 시사점을 도출하였다. 결론 독일에서 거의 30여 년 전에 시작된 ERP 제도와 그린도트 프로그램, 그리고 그에 대응하기 위한 패키지 디자인 해결책들은 이후 유럽과 전 세계로 확산되었으며 우리에게도 이미 익숙한 것들이 되었다. 본 연구에서는 지속가능한 디자인의 초기 역사라고도 할 수 있는 그 과정과 결과를 살펴봄으로써 서스테이너블 디자인의 맥락을 이해하기 위한 기초 연구로서의 의미를 찾고자 한다.
Abstract
Background Since designers are responsible for implementing the requirements of various environmental laws and policies in actual products and packaging outputs, designers can respond more effectively if they understand the regulations in detail. This study examines the impact of environmental regulations on package design through examples of the EPR system and Green-Dot program in Germany. Methods This study was conducted in the following order and method. First, this study took a broad view of the environmental regulations of major countries to see which of the many environmental laws are particularly relevant to design. Second, this study examined the influence of regulation on design, especially focusing on the German EPR system and the Green Dot program, which is considered to be highly related to design. Result According to the criteria of German Packaging Ordinance, packages are classified into three groups basically: transportation packaging, secondary packaging for distribution, and final packaging for sale. This study analyzed the package design cases which were changed to conform with the Packaging Ordinance by these three groups. Conclusion The ERP scheme and the Green Dot program began nearly 30 years ago in Germany. The package design solutions conforming with the ordinance have since spread around the world and have become familiar to us. Now they look banal to us. However, looking into this topic from the perspective of design will give designers and design researchers the insight about the early history of sustainable design.
