영국의 지속가능한 도시재생정책-역사적 발전과정과 한국에의 시사점

초록

19세기 이후 영국 도시들은 주택부족, 도시슬럼화, 환경오염, 과도한 도시 팽창, 도심 황폐화, 도시 산업공동화, 급속한 산업구조조정 등과 같은 다양한 구조적인 문제들을 경험해왔으며, 그 결과 이러한 도전들에 대응하고 문제를 해결하기 위하여 영국은 지속적으로 도시정책을 개발하고, 수정하고, 집행해왔다. 특히 영국 경제가 1970-80년대 사이 포디즘적 케인즈주의 모델에서 신자유주의 모델로 급속히 전환되면서, 영국의 도시정책은 전환기적 변화를 겪었는데, 그 결과물은 지속가능한 도시재생정책의 등장이었다. 영국의 도시재생정책을 살펴보고 있는 본 연구의 방법론은 역사적 접근에 기반해 있다. 역사적 접근을 통해 본 연구는 영국 도시정책의 역사적 변화와 발전과정을 조사해보고, 그것으로부터 교훈을 추출한 다음, 한국에의 시사점을 제시한다.

Abstract

Since 19th century, UK Cities have experienced various structural problems such as the house supply shortage, urban slum, air pollution, environmental aggravation, excessive urban expansion, urban deindustrialization, and inner 챠ty devastation. And in order to confront and cope with these various challenges, UK has periodically and constantly developed, implemented and changed her main objects and methods of urban policy. Especially, as UK underwent a fundamental socio-economic transition from Fordist-Keynesian capital accumulation model to Neo-liberal model throughout 1970s and 1980s, UK cities also experienced transformational changes in their urban policies. And the final result was the emergence of sustainable urban regeneration policy. The research methodology of this paper is based on a historical approach which means that this paper investigates the development path and changing history of UK urban policy. After that, this paper tries to extract some lessons and implications toward Korean urban policy from the historical experiences of UK urban policy.
