국내정치적 동기에 의해 추진되는 강경한 대외정책은 속죄양 가설이나 전환 이론으로 설명된다. 마찬가지로 대북 유화정책이 국내정치적 동기에 의해 추진된다는 주장들은 많지만, 국내정치적 목적과 대북 유화정책을 연결하는 이론적 틀은 존재하지 않았다. 본 연구는 구조균형이론을 원용하여 그러한 이론적 틀을 제공한다. 또 조선일보와 한겨레신문의 사설분석을 통해 그러한 이론적 주장을 경험적으로 검증한다. 분석결과, 대북 포용정책의 등장 이래 정부 대북정책에 관한 지지/반대의 양극화가 심화되었다는 사실을 확인했다. 즉 대북 포용정책은 남남갈등 표출의 계기가 되었다고 말할 수 있다. 그렇지만 북한에 대한 입장의 양극화가 심화된 것은 아니기 때문에 북한 자체에 관한 남남갈등이 심화되었다고 보기는 어렵다. 정부 대북정책의 변화, 즉 대북 포용정책 등장에 따라 포용정책에 대한 지지/반대 계층이 명확해진 것에 불과한 것이다. 대북 포용정책이 새로운 남남갈등을 만들었다기보다 기존의 남남갈등 관계에 기초한 새로운 대북 정책이 등장한 것이라고 말할 수 있다. 대북 강온정책은 순수한 남북한 관계라는 측면에서뿐만 아니라 국내 정치집단 간 경쟁의 연장선에서도 이해될 수 있으며, 대북정책 방향은 남한 국내정치의 주요한 피아(彼我) 기준으로 작동하고 있는 것이다.
Abstract
South Korea's Political Dovish/Hawkish Policies toward North Korea Chae-Han Kim(Hallym University) The scapegoat hypothesis or the diversionary theory of war has explained how some hawkish foreign policies were made for the purpose of domestic politics. Even though it is said that South Korea's Sunshine Policies toward North Korea have been carried out to the regime's political goal, no theoretical explanation has been suggested. This study uses the theory of structural balance with the data of Chosun Ilbo's and Hankyoreh's editorial articles. It is found that intra-Korean conflicts on North Korea have been expressed more frequently since the advent of the Sunshine Policy. Difference between political groups over North Korea, however, has not changed over several regimes. The more frequent expresses are due to the change of the government policies toward North Korea. The Sunshine Policy seems to be a consequence of the existing domestic conflicts rather than a cause of new domestic conflicts over North Korea. South Korea's dovish/hawkish policies toward North Korea may be understood within the framework of competition between domestic political groups.
