Abstract
At the beginning of the 21 century, energy security is emerging as one of the most important issues in the international society. China begins to recognize that energy security is essential for chinese sustainable economic development. Now without more balanced economic structure and social development, China will not be able to sustain continuing economic development and solve accumulating domestic obstacles. In this, for China it is considered that the most essential element is energy itself - stable supply and efficient consumption. In the world, energy resource is limited. However, China is required energy more and more with its rapidly increasing energy consumption. Moreover China perceives that the hidden aim of the America’s war against terrorism is placed at the restructuring energy order under the American hegemony. Therefore China does not trust American-led world energy market and it tries to secure energy by its own way. China, in the process of securing energy, makes firm relations of energy coalition with Iran in Middle East, Sudan in Africa, Venezuela in Latin America, and Myanmar in Southeast Asia, which are so called ‘rogue states’ or ‘outlaw regimes’ hostile against the United States.
