유럽에서는 인정의 원리에 입각한 다문화주의 정책이 거센 비판을 받으면서 새로운 이주민 통합 접근으로 동화적 색채가 짙은 시민 통합(civic integration)이 강조되어 왔다. 그리고 그와 함께 혹은, 그 연장선상에서 이주민 통합 정책의 주류화(mainstreaming) 추세가 나타났다. 이것은 이주민 통합의 문제를 독립된 정책 영역으로 구분하는 이주민 특정적 접근과 달리 이주민 통합을 일반 정책영역들의 문제로 재정의하는 정책적 접근이다. 이 논문은 유럽의 이주민 통합 주류화 추세의 배경, 특징, 한계와 가능성을 파악하는 것을 목적으로 한다. 그리고 유럽에서 가장 적극적으로 주류화를 추진해온 국가들 가운데 하나이면서 이주민 밀집 도시들을 중심으로 ‘다양성’과 ‘포용’의 지향 아래 이주민 통합을 적극적으로 주류화하고 있는 덴마크 사례에 주목한다. 이 논문은 우선 유럽의 이주민 통합 주류화를 이론, 추세, 지향의 세 측면에서 설명한다. 이어서 덴마크에서 정부와 도시 단위에서 추진되어 온 이주민 통합 주류화 사례를 분석한 뒤 마지막으로 이주민 통합 주류화의 도전 과제와 가능성을 살펴본다.
Abstract
In Europe, the overall policy focus on immigrant integration has increasingly shifted from multiculturalism based on the principle of recognition towards civic integration with its assimilationist approach. Mainstreaming immigrant integration(hereafter MII) is a new policy trend having arisen with, or in the extension of, this shift. MII represents a shift in policy focus from immigrant-specific towards generic and poly-centric approach to immigrant integration. The main purpose of this article is to understand the background, features, limits and possibilities of MII. For more detailed understanding, this article focuses on the case of Denmark, whose central government and cities have actively been promoting MII. This article firstly explain MII in Europe in terms of theory, policy trend, policy orientation, and subsequently analyzes the cases of MII initiated by the central government of Denmark and the two main cities of Copenhagen and Aarhus. Finally some suggestions are presented on the conditions that need to be met for the successful MII.
