초록

A study of the Bush administration's selective nuclear nonproliferation policy: An analysis of U.S. nuclear policy toward India Kim, Kwanok, Kim, Ok-Joon (Keimyung University)The Bush government has initiated a confrontational policy toward North Korea and Iran which have attempted to develop nuclear weapons, while it has pursued a cooperative policy toward India that already possessed nuclear weapons. Thus, this paper attempts to define the major factors that determined such discriminatory nuclear policies of the Bush government by comparing the Indian nuclear policy of the U.S. government with its nuclear policies toward the other states which have attempted to develop nuclear weapons. The results of the comparative analysis indicate that the Bush government's Indian nuclear policy was determined not only by changes of distribution of capabilities among states due to the rise of China but also by the perception and interest of the neoconservatives who eager to prevent emergence of China as a potential hegemon by containing it with making an alliance with India. Especially the discriminatory Indian nuclear policy of the Bush government was determined mainly by perception of the neoconservatives about India as the largest democracy which compatible with their moral confidence. Thus, the results of the studies support usefulness of the neoclassical realism in explaining the Indian nuclear policy which argues the important role of distribution of capabilities among states as well as perception and interest of major politicians in making foreign policy.
