This article aims to analyze the impact of the KOR-US FTA on the regional economy of Busan metropolitan area, and to provide some countermeasures to minimize its damages, and mark a turning point for the further development of the regional economy. To do so, it, based on theoretical considerations upon New Growth Theory and New Economic Geography, contends that there exist both opportunity and crisis for the future of Busan's regional economy since the degree of dependence upon foreign trade with the U.S. is relatively smaller than with Japan or China. Such industrial sectors as machinery parts, basic materials, shipping and logistics are expected to enjoy positive effects of the KOR-US FTA, while fishery-related industries will suffer from its negative impacts. Based on this analysis, it presents not only specific countermeasures for the protection of main industries of the region but also such future assignments as the adjustment of longtime development plans, the establishment of a permanent monitoring system for the minimization of economic damages by the KOR-US FTA, and the reinforcement of governance system for collaborations among industries, bureaucracy and academics, and the increase of municipal political bargaining power against the central government.
Abstract
