Abstract

This study aims to analyze press releases related to the Ministry of Education's digital education trans- formation policy to derive changes and implications of the policy. We conducted keyword frequency analysis, net- work analysis, and CONCOR analysis on 104 press releases published from 2022 to 2024. The results of the anal- ysis showed that 'Digital' and 'AI' consistently emerged as important keywords, and keywords such as 'Support,' 'Participation,' and 'Education' also exhibited high centrality. It was observed that the focus of the policy had shifted from basic digital literacy to the cultivation of advanced digital talent, and initially dispersed policies showed a tendency to integrate over time. Additionally, efforts to enhance the effectiveness of the policy by strengthening connections with local communities were noted. Based on these findings, we suggest the expansion of discussions on the core competencies of digital talents, the exploration of measures to bridge the digital divide, and the necessity to address infrastructure disparities between regions. This study systematically analyzes the changes in the Ministry of Education's digital education transformation policy and aims to contribute to future policy direction setting.
