키르기스스탄의 정치 변동에서 러시아 요인의 작용 양태와 성공 원인

초록

2010년 키르기스스탄의 국내 정치 변동에 적극적으로 관여한 모스크바의 개입정책의 첫째 목적은 양정부간 약속을 어긴 바키예프 정권을 교체하는 것이고, 둘째 목적은 바키예프 축출 후 친러적인 정부를 수립하는 것이었다. 모스크바의 바키예프 정권 흔들기는 러시아의 키르기스스탄에 대한 경제적 영향력과 여론 조작을 위한 매스 미디어 동원, 야당 세력에 대한 지지와 지원 약속 등을 통해 이루어졌다. 의원내각제에 따른 연립정부 구성과정에서는 러시아의 경제ㆍ군사적 영향력과 대다수 주요 정치 엘리트의 친러시아적 성향에 힘입어 친러 정부 구성이라는 목적을 달성하였다. 러시아의 개입을 성공하도록 만든 주요 요인들은 서방세계와 멀리 떨어진 키르기스스탄의 지리적 요인, 러시아에 대한 지나친 경제적 의존, 엘리트의 친러시아적 성향 등이다. 이 중 키르기스스탄 대다수 정치 엘리트의 친러적 성향이라는 주관적 요인이 모스크바의 의도가 전달되고 작용하는 데 주된 역할을 하였다. 개입을 시도하는 강대국에 대한 약소국 엘리트의 우호적인 대외정치적 정향이 그 개입 정책을 성공하도록 만드는 핵심 요인임을 확인하였다.

Abstract

Moscow's policy of intervention toward Kyrgyz domestic politics in 2010 aimed to change Bakiev regime had broken the intergovernmental promise between Russian and Kyrgyzstan, and to establish pro-Russian government in Kyrgyzstan. Moscow's bashing Bakiev was accomplished drawing on Russia's economic influence on Kyrgyzstan, mobilization of mass-media for manipulation of Kyrgyz public opinion, and promise for aid and support to the opposition parties. Moscow achieved the goal of establishment of pro-Russian government in Kyrgyzstan in the process of forming coalition government under the parliamentary system, due to Russia's economic and military influence and pro-Russian attitude of most of Kyrgyz political elites. Main factors enabling Russian intervention to succeed were: Kyrgyzstan's geographic status, far being remote from Western world, serious economic dependence on Russia, and pro-Russian attitude of most of Kyrgyz political elites as a subjective element playing major role for Moscow's intention to be understood and to be fulfilled in the process of Kyrgyz political change. It was confirmed in this study that the friendly foreign policy orientation of political elites in small country toward a great power is a main factor for making great power's intervention successful.
