한일관계와 역사갈등의 구성주의적 이해

이 논문에서는 역사갈등을 촉발하는 발언과 이에 대한 반응을 중심으로 90년대 이후 탈냉전기 일본 정치가 및 사회지도층 인사들의 역사 갈등 발언의 경향과 특징을 분석한다. 이를 위해서 몇 가지의 가설을 제시하고 이를 구성주의의 관점에서 검토할 것이다. 결론적으로 이 논문은 한일 역사갈등이 행위자와 구조가 상호구성하는 구성주의적 국제정치이며, 언어가 현실을 구성하는 실천적 행위라는 의미에서 일종의 “언어게임”(language game)임을 입증한다. 한일관계에서 이른바 “망언”은 사물이나 현상을 기술하는 것이 아니라 국내외 행위자들의 반발을 촉발시키고, 취소, 사죄, 혹은 사임과 같은 정치적 결과를 초래하는 행위 그 자체인 것이다. 한편 망언과 망언에 대한 비판은 반성-사죄 담론의 대항담론으로서 수정주의 역사담론을 구성하였고, 이 수정주의 담론은 단위차원과 미시구조적 차원의 물적 조건들과 결합하여 점차 일본 정치의 지배담론이 되어 간 것이다.
Abstract
This article looks at the characteristics of “frictions over history” in Korea-Japan relations since the 1990s, with a focus on blunders given by Japanese politicians and Korea’s responses. This article analyzes the characteristics and trends shown in the political process of blundering through comparative analysis. This research shows that the conflict over history in Korea-Japan relations were the products of inter-constitution between the agents and structure and a type of language game, in which reality is constituted by speech acts. This article shows that conflicts and the process of interactions regarding blunders are a type of constructive international politics in which the agents construct rules of engagement, modify mutual perceptions, and transform actors themselves through a shared knowledge or discourses and are reversely constructed by structure.
