중국 경제는 장기적인 저성장 국면에 접어들었다. 글로벌 기업들에게 가장 중요한 요소였던 중국의 저렴한 노동 인건비와 가파른 경제 성장률, 거대한 소비시장은 점점 더 그 매력을 잃어가고 있다. 지금까지 중국 정부는 외국인 직접투자를 지속적으로 유치하여 자국의 경제 성장을 도모하는 FDI 주도형 국가발전 전략을 실행하여 왔지만, 이러한 중국의 투자 유치 성과가 언제까지 이어질지 의문이다. 이 연구에서는 중국의 외국인 직접투자 환경을 실증적인 분석을 통해 점검하고, 중국 경제 성장을 위한 발전 방향을 제언하였다. 중국 경제가 지속가능한 성장 모델을 찾기 위해서는 경제 정책의 개혁을 통해 시장을 자유화하고, 시장 진입을 가로막는 장벽들을 제거하는 과정이 선행되어야 한다. 특히 중국 금융 시스템의 개혁, 중국 정부의 경제 영역 개입 최소화, 민간 영역의 시장 진입 확대, 외국인 투자 목록 폐지 및 네거티브 리스트 방식 도입 등은 중국의 지속 가능한 발전을 위해서 신속히 실시되어야 한다. 중국 정부의 경제 정책 개혁은 외국인 직접투자 유치를 가속화할 수 있으며, 장기적인 중국의 경제 성장에 기여하리라 생각한다.
Abstract
The Chinese economy is now faced with the permanent slowdown. The attractive factors in China for FDI are getting disappear and global corporations are looking for better investment destination than China. This research figures out the current Chinese investment environment by empirical analysis and provides suggestions for sustainable economic growth of China. China’s successful transition in ‘New Normal’ will depend on the introduction of new economic policies in China. These new economic policies need to include the accelerating reform of the financial system, limiting government engagement in the economy, increasing market access for the private sectors and foreign companies, abolishing the foreign investment catalogue and committing roll out of negative list. Once Chinese government deploy new economic policies, they will allow the driver of attraction more foreign investment and sustainable growth in China.
