본 연구에서는 기존의 원조 분절화에 대한 학술적 논의가 주로 수원 협력국 내의 원조 기관 및 프로젝트 수의 확대 차원에서만 이루어지고 있다는 한계를 지적하면서, 국내정치적 시각에서 한국 원조 체계의 분절화를 설명한다. 특히 본 연구에서는 한국 공적개발원조 체계 분절화의 지속 및 악화 원인을 공적개발원조를 둘러싼 한국의 국내정치 차원에서 설명한다. 본논문의 주요 논지는 다음과 같다. 다른 많은 자원과 마찬가지로 원조는 투쟁적인 정치의 대상이다. 그리고 이는 비단 수원 협력국에만 해당되는 것이 아니다. 본 연구에서는 한국 사례를통해, 공여국 내에서도 공적개발원조 둘러싼 활발한 정치 활동이 이루어지며, 이는 종종 공여국 원조의 여러 특징을 결정하는 주요한 요소라는 점을 강조한다. 본 연구에서는 한국 원조체계 분절화 현상을 공여국의 공적개발원조에 영향을 미치는 다양한 국내정치적 요소로 설명하며, 오랜 시간 한국 정부 내 원조 체계 분절화가 지속, 심화하는 이유를 국내정치적 동학에서 찾고자 한다. 즉, 본 연구는 한국 공적개발원조 체계의 분절화가 지속되는 이유는 기존의분절화 체제를 유지하고자 하는 집단의 정치적 자원과 힘이 우월한 반면 이를 바꾸고자 하는세력의 정치적 힘과 동기는 제한적이기 때문이라는 가정에서 출발한다.
Abstract
Challenging the existing approach of tackling the issue of aid proliferation exclusively in the context of the increase and proliferation of aid agencies within a partner country, this paper deals with the fragmentation of the ODA system in South Korea, a donor country. In particular, this study focuses on domestic politics to explain the fragmentation of South Korea's ODA system. I argue that like many other contested issues, ODA is subject to dynamic political processes, not only in a partner country, but also in a donor country. Through a case of South Korea, this study highlights 'political' nature of ODA within a donor nation. In particular, this study explains the fragmentation of ODA system in South Korea through various domestic political factors arguing that the continuity and further consolidation of the fragmentation of ODA system in South Korea implies that political resources and power of those who support the fragmentation predominate over those who are against it.
