트럼프 2기 행정부 출범 후 외교･안보 전략의 방향에 관한 예측이 분분하다. 본 논문은 트럼프 1기 행정부 대표적인 외교･안보 전략인 자유롭고 열린 인도･태평양 전략(Free and Open Indo-Pacific Strategy: FOIP)을 비판적으로 검토한다. 트럼프 대통령과 외교･안보 엘리트 그룹은 인도･태평양 전략을 매우 야심 찬 목표로 추진했으나 그 결과는 매우 초라했다. 이 전략의 목표와 결과 간의 간극을 설명하기 위해 본 연구는 신고전 현실주의 이론에 기반한 세계관 충돌 모델’을 제안한다. 이 모델의 핵심 주장은 한 국가의 외교･안보 전략의 성공적인 실행 여부는 최고 지도자와 외교･안보 행정부(혹은 엘리트) 간의 세계관이 일치･불일치 여부에 달려있다는 것이다. 좀 더 구체적으로 세계관이 일치하고 조화로울 때 전략의 성공적인 실행 가능성은 높아지나 불일치하고 충돌할 경우 그 가능성은 낮아진다는 주장을 편다. 이 이론적 주장을 트럼프 1기 행정부(2017~2021)의 대표적인 외교･안보 전략인 인도･태평양 전략(FOIP)에 대한 사례연구를 통해 입증해 보고 이 연구가 트럼프 2기 외교･안보 전략 예측에 제공하는 함의를 밝혀낸다.
Abstract
There is a growing number of predictions on what the 2nd Trump Administration’s foreign security strategy would look like. The paper critically examines the free and open Indo･Pacific Strategy-or simply FOIP-which was representative of the 1st Trump administration’s foreign security strategy. The foreign security elites of the administration pursued such ambitious strategy with great vigor but achieved very little. To explain the gap between the goal the administration set and the result it achieved, the paper proposes a model called the clash of worldviews grounded in a neoclassical realism. Central to the model is whether a state is likely to implement its foreign security strategy successfully depends primarily on the presence/absence of consensus in worldviews between top leadership and the elites. The strategy is more likely to be implemented in a coherent manner if the worldviews converge while it is less likely to implemented coherently when they diverge. The paper demonstrates this argument by conducting a crucial case study of the 1st Trump administration’s free and open Indo-Pacific strategy. The paper concludes by both offering a short summary of research and highlighting an avenue for future research.
