Abstract
This paper aims to compare and analyze the regional strategies of South Korea and Japan since the end of the Cold War, identifying continuities and changes, as well as commonalities and differences, and suggesting policy implications. To this end, this paper first examine the regional strategies conceived and pursued by South Korean and Japanese governments. Next, this paper analyze the similarities and differences in their regional strategies, focusing on three variables: the deepening sense of crisis caused by the turmoil in the international economic order, differences in threat perception between South Korea and Japan, and the perceptions of their top leaders. This paper concludes that while the deepening common sense of crisis caused by the turmoil in the international economic order served as a centripetal force, fostering mutual cooperation between South Korea and Japan in regional strategies, differences in geopolitical threat perception served as a centrifugal force, fostering the divergence of regional strategies between the two countries. While leadership factors can be useful in cases where crisis and threat perception alone are insufficient to explain, the extent and direction of it's influence are context-dependent, making generalizations difficult.
