본 연구는 2016년 ｢공공외교법｣ 제정 이후 2024년까지 발표된 국내 공공외교 관련 KCI 논문을 대상으로, 문화･정책･지식 공공외교라는 분야별 분류 체계에 기초한 키워드 네트워크 분석을 수행하였다. 엑셀과 UCINET6.0을 활용하여 1-mode 및 2-mode 분석을 진행하였으며, NetDraw로 분석 결과를 시각화하였다. 분석 결과, 첫째, 전체 네트워크를 대상으로 한 중심성 분석에서 ‘문화’와 ‘정부’가 모든 지표에서 최상위에 위치했으며, 뒤이어 ‘이미지’, ‘교류’, ‘경제’, ‘전략’ 등이 핵심 결절로 나타났다. 둘째, 2-mode를 활용한 군집 분석에서는 문화･정책･지식 세 분야를 중심으로 군집이 형성되었으나, 각 군집 내 키워드가 혼재되어 영역 간의 경계가 뚜렷하지 않았다. 셋째, 분야별 분석에서 문화 공공외교 및 정책 공공외교에서 ‘문화’와 ‘정부’가 네트워크 중심을 이루며 전체 구조를 주도했다. 또한 정책 공공외교에서 ‘경제’가 중심부 키워드와 강한 연결성을 보였으나 매개 중심성은 제한적인 특성을 보였다. 마지막으로 지식 공공외교는 논문 수가 적음에도, ‘지식’과 ‘문화’가 모든 중심성 지표에서 유사하게 높은 값을 기록하며 핵심에 위치했으나, ‘정부’는 상대적으로 낮은 영향력을 보임으로써, 지식 분야가 문화 분야에 종속되는 경향성을 지니고 있음을 확인했다. 연구 결과, 지난 10년간 한국 공공외교 연구는 문화 중심적 경향이 강하게 나타났으며, 향후 공공외교 전략 수립에 있어 단순한 균형적 발전을 넘어 성과(outcome) 중심의 전략적 기획이 필요함을 확인하였다.
Abstract
This study applies keyword network analysis to examine Korean public diplomacy research published in KCI journal from 2016-following the enactment of the Public Diplomacy Act-through 2024. Using a three-domain framework (cultural, policy, and knowledge diplomacy), the analysis integrates 1-mode(keyword-keyword) and 2-mode (document-keyword) networks with UCINET 6.0, and visualizes results with NetDraw. The findings highlight three patterns. First, centrality measures show that “culture” and “government” dominate across the corpus, followed by “image,” “exchange,” “economy,” and “strategy.” Second, 2-mode clustering produces three domain-based clusters, but extensive overlap reveals fluid boundaries between them. Third, domain-specific analyses indicate that “culture” and “government” anchor both cultural and policy diplomacy. While “economy” is closely linked to policy terms, its brokerage role is limited. In the knowledge domain-despite fewer publications-“knowledge” and “culture” maintain high centrality, while “government” is relatively marginal, suggesting that knowledge diplomacy is largely framed through cultural diplomacy. The reseults demonstrate a strong culture-centric orientation in Korean public diplomacy scholarship over the past decade. They suggest the need to move beyond calls for balanced domain development toward outcome-oriented strategies with performance logics and impact pathways.
