기후 위기 시대의 수행과 ‘나[我]’의 범주 확장 - 정토회의 ‘지속가능한 개발-부탄프로젝트’를 중심으로 -

회복이 힘들 정도로 심각한 기후 위기에 수행자가 어떤 수행을 통해 무슨 역할을 할 수 있는지에 대한 고민으로 이 글은 시작되었다. 일반적인 수행법만으로는 지구 차원의 위기를 해결하기 어려워 보였기에, 중생의 괴로움에 자비의 가르침으로 응답한 붓다의 삶에 비추어 수행의 개념과 범주를 재탐색해 보고자 했다. 우선 붓다의 전도선언에서 그 방향을 찾고, 그의 일상 수행에서 그 형식을, 그리고 승가 전통에서 그 작용과 현상을 살펴보았다. 이를 통해 수행의 개념과 범주를 재고찰하며, 수행의 주체와 범위가 확장된 예시를 검토했다. 그 결과 개인의 수행이 아님에도 불구하고 ‘정토회’가 부탄에서 진행 중인 ‘지속 가능한 개발 프로젝트’가 재정립된 개념과 범주 안에 들어오게 되었다. 이 프로젝트는 소박함 속에서도 부족함이 없었던 붓다의 삶이 국가 차원에서도 실현 가능한지를 실험하는 것이다. 이에 부탄 국민이 2023년부터 정토회의 지원을 받아 시범 개발을 직접 진행 중이다. 이 프로젝트의 분석을 통해 ‘수행’이 개인 수련을 넘어서 사회참여 프로젝트로도 ‘확장’될 수 있는지, 지금의 기후 위기 같은 큰 차원의 문제를 극복하는 의미 있는 방향을 제시할 수 있는지 살펴본다. 또 이 프로젝트가 타 프로젝트와 차별되는 원인을 탐구하여, 공동체 차원에서의 수행에 붓다의 가르침이 어떻게 적용되고 어떤 효과를 낼 수 있는지 알아본다.
Abstract
This article begins with a contemplation on the role a practitioner can play, and the practices they might undertake, to address the severe climate crisis, which now seems almost irreversible. Recognizing that conventional practices alone may be insufficient to tackle this global-scale challenge, the article seeks to reassess the concepts and scope of practice, inspired by the life of the Buddha, who responded to the suffering of all beings with teachings of compassion. First, direction is sought from the Buddha's declaration to spread the Dharma, with form found in his daily practice, and the dynamics and manifestations examined within the tradition of the Sangha. Based on this, the concept and scope of practice are reevaluated by exploring examples where the agent and reach of practice have expanded. Consequently, although it is not an individual practice, Jungto Society's "Sustainable Development Project" in Bhutan falls within this redefined category of practice. This project explores whether the Buddha's life of simplicity and sufficiency can be realized on a national scale. In line with this vision, the people of Bhutan, with the support of the Jungto Society, have been actively engaged in pilot development projects since 2023. By analyzing this project, the text illuminates whether "practice" can extend beyond individual training to encompass social engagement initiatives and provide meaningful guidance for overcoming large-scale crises like the current climate emergency. It also explores what distinguishes this project from others, aiming to understand how the Buddha's teachings can be applied at a community level and what outcomes might be anticipated from such communal practice.
