수산물 자유판매제의 효과 및 영향에 관한 연구

Abstract

The non-compulsory consignment sales system was introduced against the backdrop of the deterred development of marketing channels and the distribution grid lock caused by the compulsory consignment system, which does not reflect the changes of the economic environment, and the increasing dissatisfaction of fishermen, who offered opposition to the policy of uniformed marketing channels. Since the introduction of non-compulsory consignment sales system, however, the abnormal commercial activities by the commercial capitals has caused fisheries cooperatives in Korea financially to suffer and even lose gains in their businesses. The non-compulsory consignment sales system, initially introduced to put a greater importance on the matter of efficiency and productivity only, has not produced the desired results. Rather, it has caused fisheries cooperatives, characterized by the communal solidarity in the region, to manage their businesses poorly and has also resulted in the regional disparities in terms of business performances by fisheries cooperatives. Therefore, it is desired that the complimentary measures should be studied and problems be addressed in earnest by the parties concerned. Resultingly, the ongoing problems are considered to be byproducts brought by the failure to notice the core problems facing fisheries cooperatives and random application of the non-compulsory consignment sales system, the private enterprises’ logic.
