Abstract

This paper investigates the dynamics of the cyber nexus among China, Russia and North Korea through the dual analytical framework of ‘tacit tolerance’ and ‘active cooperation.’ As a revisionist coalition challenging the U.S.-led international order, China, Russia and North Korea combine their respective asymmetric capabilities to create strategic synergy. The analysis confirms that China and Russia perform a role of tacit tolerance by effectively condoning North Korean hackers’ use of their domestic infrastructure and illicit fundraising, thereby providing a strategic safe haven for North Korea’s cyber activities. Furthermore, clear evidence of active cooperation that transcends mere tolerance is evident, including Russia’s provision of an internet line and the signing of a bilateral treaty between North Korea and Russia. This China-Russia-North Korea cyber nexus is not merely the deviant behavior of individual states but a product of multi-layered, complex geopolitical dynamics aimed at challenging the Western-led digital order. Therefore, this study recommends that the international community move beyond a single-state approach to establish a multi-layered, integrated strategy, which involves holding enabling states accountable and designing tailored response strategies according to the patterns of tolerance and cooperation.
