독일 사회시장경제와 교회의 역할

사회시장경제라고 하는 것은 시장경제가 가지고 있는 경쟁과 효율성을 보장하면서도, 공동체의 관점에서 연약한 자들을 돌아보는 것을 의미한다. 그런데 과연 이러한 것이 현실에서 가능할 것인가. 사회시장경제는 바로 이 상반될 것 같은 두 개념, 즉 시장과 사회라는 이 두 개념을 일치해 나가기 위해서 협의과정(Konsultationsprozess)을 중요시 하고 있다. 이 협의과정은 경제의 문제에 단순히 경제적 주체들, 즉 생산자와 소비자로 표현되는 자들만 참여하는 것이 아니라 경제과정에 포함되는 다양한 사람들의 논의를 허용하는 것을 의미한다. 교회의 역할은 이러한 협의과정에서 가치를 제공해 주는 것이다. 특히 공동체의 관점에서 자신의 의견을, 또는 자신들의 권리를 이야기할 수 없는 사회적 약자들, 그리고 경제적 약자들을 대변하여서 이러한 자들을 돌아볼 수 있도록 그 방향을 제시해 주는 것이다. 그래서 자본주의가 시장의 원리로서만 아니라 사회적 원리로 운영되어질 수 있도록 그 길을 제시하는 것이다. 독일의 교회는 바로 이러한 역할을 충실히 해 왔다. 대표적인 예로 1991년, 즉 독일이 통일 되고 얼마 지난 않은 때에 ‘공공선과 개인이익. 미래에 대한 책임 안에서의 경제활동(Gemeinwohl und Eigennutz. Wirtschaftliches Handeln in Verantwortung für die Zukunft)’라는 제목으로 경제에 관한 독일교회(EKD)의 입장을 백서(Denkschrift)를 통해서 밝힌 적이 있다. 이 백서는 당시 공산주의가 무너지고 자본주의가 전 세계적인 패권을 차지한 때에 독일 공동체의 경제적 제도는 어떻게 되어야하는지에 대한 질문을 던졌다. 그 영향은 독일 전 영역에서, 교회의 영역에서뿐만 아니라 정치와 경제적인 영역에서까지 넓게 퍼졌고, 자신들의 사회시장경제에 대한 논의를 촉진시키는 계기가 되었다. 요즘 한국사회에서 경제민주화가 중요한 화두가 되고 있는데 기독교적인 관점은 과연 무엇인지 진지하게 돌아볼 때다. 특히 가난한 자들과 사회적 약자들에 대한 배려가 이루어질 수 있는, 하나님의 정의와 평화가 이루지는 경제와 사회가 될 수 있기를 기대해 본다.
Abstract
This paper explores the role of the Korean church in the formation of social market economy. Social market economy means to take care of the weak within the purview of communitarian perspective while guaranteeing competition and efficiency which are essential components of market economy. In order to bring together market and society, social market economy notes consultation process as a pivot. It is not just producer and consumer who participate in this process. Rather it allows for the variety of people who are involved in the economic activities. The church can play a part in the consultation process by awakening the value of communal care for the sake of the socially alienated in particular in such way that the capitalism can be operated on the basis of social principle as well as market principle. The German church has been such case. For example, the German church has published a white paper on the economic activity within the bounds of responsibility for the future in which the future direction of the German economic system was profoundly discussed. The publication has had an wide impact on the political and economic circles as well as on the churches in Germany. We are faced with the task to reflect the Christian perspective upon the economic democracy for the Korean society. It is my hope that this paper would stimulate the further theological discussions for God's justice and peace to be embodied in the Korean society.
