지난 몇 년간 최저임금의 인상은 한국 사회에서 격렬한 논쟁을 불러온 이슈 중 하나였다. 빈곤 노동층의 실질임금 수준의 개선을 목적으로 하는 최저임금의 인상은, 동시에 고용수준에 부정적인 영향을 미칠 수 있기 때문에 목표로 하는 긍정적인 효과를 달성할 수 있느냐가 경제학계의 오랜 논쟁거리였다. 이러한 배경에서 본 연구의 주된 목적은 최저임금 결정 과정이 정치적 갈등을 불러오게 되는 배경을 이해하는 데에 실마리가 될 수 있는 분석을 제시하는 데에 있다. 구체적으로, 경제학적 분석에서 탈피해지금까지 별로 연구되지 않은 질문인, 최저임금의 인상을 누가 지지하고 반대하는지, 즉, 사회적 기반과 개인적 차원에서의 정책선호의 결정 요인을 분석의 초점으로 삼는다. 이를 위해 2018년 한국종합사회조사에 포함된 최저임금 인상 관련 문항을 활용해 최저임금 인상에 대한 개인적 선호의 결정요인을 분석하고, 2007년부터 매년 실시되는 최저임금 적용효과에 관한 실태조사보고서를 활용해 저임금 근로자에 대한 의존도가 높은 사업체와 소속 근로자 간의 최저임금 인상에 대한 인식의 차이와 추이를논의한다. 더 나아가 최근 최저임금결정과정에 대한 비판적 분석과 평가도 제시한다.
Abstract
Studies on individual preferences over social policy have recently flourished. This study adds to this growing body of literature by examining one area of high importance in Korea — minimum wage policy. The minimum wage has been raised steeply in the last three years. Using data from the Korean General Social Survey, this study conducts an empirical analysis of who supports minimum wage increases. It finds evidence that labor market insiders and those with liberal ideological orientation tend to be supportive of higher minimum wages. Additionally it provides some evidence that the gap between employers and employees exists and has been widening with respect to attitudes toward minimum wages. Lastly it discusses the political implications of the ongoing controversy over minimum wage policy.
