이 연구는 1979년 중국-베트남 전쟁의 원인을 정치지도자의 지정학적 인식, 국내정치적 원인, 국제정치적 원인을 중심으로 분석하고 있다. 첫째, 정치지도자의 지정학적 인식. 베트남의 경우 호치민(胡志明) 노선을 추종하는 북베트남에 의해 통일이 이루어짐으로써 친소련 지도부가 들어섰다. 중국에서는 마오쩌둥(毛澤東)의 사망이후 덩샤오핑(鄧小平)을 중심으로 한 정치지도자들의 인식이 개전에 중요한 영향을 미쳤다. 둘째, 국내정치적 원인. 베트남은 남부 베트남에 대한 사회주의 정책을 실시하면서 화교들의 탈출이 이어짐에 따라 중국과의 갈등이 고조되었고, 통일의 정당성 확보를 통한 남북통합문제가 부각되었다. 중국의 경우 개혁개방 정책을 추진하기 위해 실시한 화교중시(華僑重視)정책과 중국의 전쟁수행 방식이 개전에 영향을 주었다. 셋째, 국제정치적 원인. 베트남은 중국과 소련 중에서 한 국가의 영향을 강하게 받기를 원하지 않았으나 친소련 정책으로 기울었고, 캄보디아 침공을 통해 전통적 우위를 지키고자 했다. 베트남의 이러한 움직임은 소련과 갈등을 빚고 있던 중국의 개전결정에 영향을 미쳤다. 중국은 베트남의 캄보디아 침공과 소련과의 패권 경쟁으로 인해 베트남과의 개전을 결정했다. 1979년 중국-베트남 전쟁의 원인에 관한 연구는 향후 중국과 국경을 마주할 통일 한국을 위한 지정학적 성찰에 기여할 수 있을 것이다.
Abstract
Why did China wage a war against Vietnam, a socialist comrade, in 1979? This paper reexamines the origins of the war in three dimensions; geopolitical perceptions of political leaders, domestic politics, and international relations. First, it is noteworthy that pro-U.S.S.R. geopolitical mind was strong among Vietnamese political leaders since the latter was unified under the initiative of communist North Vietnam. Against this background, Chinese political leaders wanted to counter the expansion of the Soviet influence in Southeast Asia. Second, there was an intensifying conflict between China and Vietnam ignited by the exodus of Chinese-Vietnamese(Chinese in Vietnam) from Vietnam. Third, although the unified Vietnam wanted to remain neutral in China-U.S.S.R. competition, it later moved close to U.S.S.R. Furthermore, the unified Vietnam intended to regain its traditional superiority over Cambodia by intruding pro-Vietnamese Cambodian government, a traditional ally of China. China viewed the Vietnamese military démarche as a sign of Soviet expansion in Southeast Asia. This analysis of the Sino-Vietnamese War origins may give fresh insight to the geopolitical thinking strategy of Korea for maintaining regional peace and stability after the rapprochement of two Koreas.
