우크라이나의 ‘오렌지혁명’에서 국제요인과 대외정치적 정체성

International Factors and ‘Foreign Policy Identity’ in the Ukraine’s ‘Orange Revolution’

초록

탈소비에트 (半)권위주의 사회의 재민주화를 시작하는 데 외세의 적극적 개입 의지 표명과 실제 관여가 필요조건들 중의 하나임은 분명하겠지만, 그것만으로 재민주화 시 작의 완전한 기제를 설명하기에는 부족하다. 필자는 그 부족한 부분을 채워줄 수 있는 핵심 요인이 일국의 ‘대외정치적 정체성’이라고 본다. 이 논문의 주장은, 오렌지혁명의 전개 과정에서 외세의 적극적 개입은 우크라이나의 유럽지향적ㆍ개방적 대외정치적 정 체성과 결합됨으로써 성공적이었다는 것이다. 이 연구를 통해 후발 민주화 국가들에서 재민주화의 시작은 국제사회ㆍ국제기구의 관심과 관여에 대해 해당 국가가 지속적으로 일정 정도 이상의 민감성과 유연성을 보일 때만 가능하다는 것을 확인할 수 있었다.

Abstract

Although foreign powers’ will of active engagement and their actual interference are necessary conditions for instigating re-democratization of post-Soviet (semi-) authoritarian societies, they are not sufficient enough to explain the latter. This article maintains that a key factor filling up the logical gap in this explanation would be ‘foreign policy identity’ of a country. As a case, it argues that the foreign forces’ active interference in the process of the ‘Orange Revolution’ was successful by being combined with Ukraine’s Europe-oriented and open-minded foreign policy identity. Throughout this study, it might be inferred that the re-democratization process in a late democratizing countries can be started only if a country has been continuously showing some amount of sensitivity and susceptibility to international community’s interests and engagement.
