일본의 탄도미사일 방어체제 추진사례 분석과 한국에 대한 교훈

북한의 미사일 위협에 대하여 일본이 대응해온 바는 한국의 그것과 대조적인 모습을 보이고 있다. 일본의 경우 탄도미사일 위협을 다른 어느 국가에 비해서 심각하게 인식한 상태에서 미국과 적극적인 협력을 추구하여 필요한 무기체계의 획득은 물론이고, X-밴드를 비롯한 미군의 미사일 방어전력을 본토에 적극적으로 전개하도록 하면서 통합운용조정소와 같이 작전적 측면에서도 공동조치가 가능한 체제를 구비하였다. 또한 일본 국방성과 외무성의 관리들은 사명감을 갖고 미사일 방어에 필요한 예산을 적극적으로 확보하여 일관성있게 추진하였다. 일본은 탄도미사일 방어를 미일동맹에서의 대등성 강화나 방위산업 발전의 기회로도 활용하고 있는 것으로 판단된다. 한국의 경우 국민 모두가 '미국 미사일 방어체제 참여'라는 오해에서 벗어나 탄도미사일 방어의 필요성을 정확하게 인식할 필요가 있다. 일본과 같이 미국과 적극적으로 협력함으로써 최소한의 비용으로 최대한의 효과를 보장할 수 있는 방어체제를 구축하는 것은 물론이고, 일본과의 협력도 배척해서는 곤란할 것이다. 탄도미사일 방어와 관련한 법적이거나 제도적인 사항들을 세부적으로 검토하여 정립해두는 것도 중요하다. 최초에는 미국과의 긴밀한 협력을 통하여 구매하거나 공동으로 개발하더라도 점차 탄도미사일 방어를 위한 무기체계를 자체개발함으로써 이 분야에 대한 기술도 축적해 나가야할 것이다.
Abstract
The Japanese approach against the North Korean missile threat has demonstrated clear contrast to that of South Korea. Japan considered North Korean missile threat very seriously and pursued close cooperation with the United States (US). Japan did not hesitate acquisition of necessary weapon systems and asked US to deploy its ballistic missile defense (BMD) capabilities such as an X-band radar. Japan agreed to establish the Bilateral Joint Operational Coordination Center with the US military for the combined missile defense. The officials of the Japanese Ministry of Defense and the Ministry of Foreign Affairs were key driving forces behind the BMD of Japan. Japan seems to have taken advantage of the BMD project to strengthen its voice in US-Japan alliance and to boost its defense industry. Most of all, South Korean people should recognize the necessity for the BMD systems after clearing away misunderstandings regarding the missile defense issues. South Korea should seek for the close cooperation with US just like Japan and build the efficient BMD shield for it. It may need to consider the cooperation with Japan. It also should get rid of unnecessary legal and institutional hurdles for the instant response to attacking North Korean ballistic missiles. South Korea may need to support its defense industry in developing key technologies for the BMD.
