초록
As the market-oriented neoliberal reforms since the mid-1980s have not brought about the expected outcomes in economic and social performance of most Latin American countries, new policy directions have been suggested. The new prescriptions are often termed as the “second-generation reforms,” “good governance,” “building institutions,” and “post-Washington Consensus.” They even emphasize democracy, anti-corruption, and human face. This paper attempts to explore the components of the new trend vis-a-vis those of the Washington Consensus. In doing this, the author raises the question of whether the development models in Latin America recycles throughout the history. Several components of the new prescriptions such as social safety nets, poverty eradication, civil society and democracy are contradictory to those of the Washington Consensus while many others still keep the core of it. The hypothesis here is that all this confirms the recyclical feature of the development models in the region even though it is too early to say the old model of the 1960s has been brought back in.
