대학의 강좌배정과 임금체계는 강의를 담당하는 교수들에게 교육인센티브로 작용한다. 기본적으로 호봉제를 근간으로 하는 교수의 임금체계와 현행 강좌배정 관행은 교육인센티브로 제대로 작동하지 못하고 있다. 본 연구에서는, 대체적 관계에 있는 대학의 강좌들을 담당하는 교수들에게 담합의 유인이 존재하는 상황에서 교수들의 강의노력 선택 문제를 분석하고, 이에 기초하여 학교재단이 교수들에게 어떻게 강좌를 배정하고 임금체계는 어떻게 설정하는지 살펴보고, 이를 사회후생 차원에서 비교 평가한다. 재단은 강좌배정과 임금체계를 경쟁을 제한하는 방향으로 설정할 유인이 있는데, 이는 교수들 간의 교육경쟁이 치열해지면서 교수들에게 발생하는 비용을 보상해 주어야하기 때문이다. 이러한 경쟁제한은 학생들의 인적자산의 향상에 부정적 결과를 낳고 사회후생도 감소하는 결과를 낳는다.
Abstract
This paper analyzes the optimal class allocation and wage scheme to overcome anti-competitive practices in college education. Professors have an incentive to collude because of negative externality between substitutable college classes. Inducing more teaching efforts from professors increases costs for university because it has to pay higher wages for professors. Thus university has an incentive to permit tacitly anti-competitive practices between professors. This paper suggests not only to provide wage scheme with less fixed wage, but also to allocate classes in a more competitive way. This will facilitate accumulation of students’ human capital and enhance social surplus.
