본 논문은 대학교육이 부실한 이유들 중의 하나로, 교수들 간의 교육경쟁을 제한하는 암묵적 담합현상을 분석하고 있다. 또한 이러한 암묵적 담합을 묵인하거나 혹은 사실상 조장하고자 학교재단이 설정하는 임금체계의 문제점을 지적하고 있다. 대체적인 관계에 있는 강좌를 가르치는 교수들은 담합을 통해 경쟁을 회피하고자 하는 유인이 존재하는데, 사익을 추구하는 학교재단은 이를 이용하여 재단의 잉여를 증가시키고자 할 유인이 존재한다. 그 이유는 교수들 간의 교육경쟁이 치열해지면서 교수들에게 발생하는 비용을, 재단은 임금의 형태로 보상해 주어야 하기 때문이다. 교수들 간의 담합을 명시적으로 허용할 수 없다면, 재단은 임금체계를 고정급 중심으로 운영함으로써, 교수들 간의 암묵적 담합을 유도한다. 그러나 고정급 중심의 임금체계는 교수들 간의 암묵적 담합을 유발시켜 강의노력을 저하시키고, 그 결과 교육의 소비자인 학생들의 인적자산 향상을 저해하여 사회후생에 부정적 영향을 준다
Abstract
Focusing on the role of college education for enhancing student's human capital, this paper analyzes the optimal wage scheme for professors under implicit collusion between professors. Implicit collusion between professors is facilitated by increasing lump-sum part of wage. This paper suggests reduction of lump-sum part of wage, in order to break implicit collusion and increase social surplus.
