본 연구에서는 한국은행이 2015년에 공표한 국민대차대조표 작성에 사용하기 위하여 추계한 우리나라 SOC 자본스톡의 부문별 및 분기별 자료를 기반으로 SOC 부문별 자본스톡의 한계생산성 추이를 분석하여 향후 부문별 SOC 투자방향에 대한 정책적 시사점을 제시하고자 하였다. 실증분석 결과, 민간자본의 한계생산성은 1970년도에 0.93 정도인 것으로 추정되나 2013년에 이르러 0.32 정도로 감소하였으며, 도로부문의 경우 1970년도에 0.8 수준이었던 한계생산성이 급격히 하락하여 1980년도에 0.5 미만으로, 2013년도에는 0.15 수준으로 하락한 것으로 추정되었다. 반면 철도부문의 경우 1970년도에 3 수준으로 추정된 한계생산성이 2013년에도 1 수준을 보이는 것으로 추정되어 비록 감소속도는 빠르지만 타 자본스톡의 한계생산성에 비해 상대적으로 높은 수준을 보이는 것으로 나타났다. 전력 및 통신의 경우 1970년도에 0.8 수준이었던 한계생산성이 2013년도에는 0.26 수준인 것으로 추정되었으며, 수자원 및 상하수도 등의 한계생산성은 1970년도에 1.9, 2013년도에는 0.47 수준인 것으로 추정되었다. 분석 결과를 종합해 볼 때, SOC 투자가 총량적인 측면에서 국가 경제의 성장에 기여해 온 점은 인정되나 개별 부문별로 살펴보면 일부 부문에서의 과잉투자가 우려된다는 점이 확인된다. 특히 도로부문의 한계생산성이 민간자본이나 여타 SOC 자본스톡에 비해 과거 감소 속도가 높았을 뿐 아니라 현 수준 역시 타 부문에 비해 상대적으로 낮은 것으로 나타나고 있는 점은 도로부문에의 투자가 상대적으로 과다했다는 점을 시사하며, 이러한 분석결과는 최근 도로부문의 중복 및 과잉투자에 대한 우려를 뒷받침한다. 도로부문에 대한 투자가 타 부문에 비해 상대적으로 과했다는 실증분석 결과는 도로부문의 예산이 증가에 대한 신중한 접근이 필요하다는 점 및 공급을 위한 도로정책에서 효율성에 근거한 투자 패러다임으로의 전환 필요성이 존재한다는 점을 시사한다.
Abstract
The paper aims to estimate the sectoral marginal productivities of the social overhead capital(SOC) based on the national balance sheet tabulated by the Bank of Korea and provide some guidances for future policy directions. Based on the empirical results, the marginal productivity of private capital has declined to 0.32 in 2013 from 0.93 during 1970’s while that of road has declined to below 0.5 and 0.15 in 1980’s and 2013 respectively from the 0.8 in 1970’s. In case of railroads, the productivity showed around 3 in 1970’s, which has marked around 1 in 2013 manifesting high productivity even though the speed of deterioration is steep. For the case of electricity and communications, the marginal productivity declined to 0.26 in 2013 from 0.8 in 1970’s and the productivity of water resources and sewage has decreased 0.47 in 2013 from 1.9 in 1970’s. Granted that the SOC in general is conducive to the growth of the Korean economy, there are areas of concerns when we disaggregate the SOC. Especially, the productivity of road sector needs a further attention considering the level and speed of deterioration in its productivity, supporting the view that there was over- and overlapped- investment in the past. This empirical finding advocates that one needs to be cautious in increasing the expenditure on road construction and a drastic shift in SOC investment paradigm based on the productivity is called for.
