-최근 서구국가들에서 경제활동에 참가하는 여성들의 수가 크게 증가하고, 이혼률이 급격히 증가하였으며, 동거편부모독신 등의 새로운 가족형태가 대거 등장하면서 성역할에 대한 전통적 개념에 기초한 기존의 공적연금제도는 시대 변화를 제대로 반영하지 못함으로써 노후소득을 제대로 보장할 수 없다는 인식이 확산되었다. 이러한 인식의 변화에 부응하여 기존의 공적연금제도의 구조와 특성들을 개선하여 여성에 대한 연금수급권을 강화하려는 사회적 노력들이 1970년대 중반 이후 국제기구들을 중심으로 전개되기 시작하였다.이러한 여성에 대한 연금 수급권 보장과 관련하여 사회경제적 환경의 변화와 그에 대응하기 위해서 서구 국가들에서 행해진 경험들에 대한 국가 간 비교분석은 공적연금의 역사가 매우 일천한 우리나라에 많은 교훈과 시사점을 얻을 수 있는 유용한 기회를 제공해 줄 것이다. 일찍 공적연금제도를 도입하여 실시하고 있는 국가들의 경험들을 고찰해 봄으로써 국민연금제도가 현재 및 미래의 사회경제적 환경변화에 조응하는데 필요한 시사점을 제공받을 수 있을 뿐만 아니라 여성 연금수급권 보장과 관련하여 연금정책의 방향을 설정하고 제도의 시행과정에서 경험할 수 있는 시행착오들을 최소화 하는데 기여할 것이다.
Abstract
International comparative analysis on ensuring pension right for women Kwon, Moon Il* Recently, It was widely recognized that public pension schemes, based on the traditional family model of sex-division role, didn't represent changing socio-economic environments such as increasing female labour participation, high force divorce rate, diverse household arrangements, attitude to family. In this context, social endeavors to reform or to reorganize structural elements and detailed rules of existing public pension schemes has been done actively since the middle 1970s and international organizations such as UN and EU have taken the lead Ensuring pension right for women appeared as one of pending tasks in our National Pension Scheme already. Therefore, the results of comparative Analysis on the experience of advanced countries that have long history of public pension would give us significant implications that can be drawn to enlarge women's pension right whether it may take the form of individual right or derived right, and to minimize trial-errors that we may confront in its expanding process.
