The number of young and middle-aged group has greatly decreased and accordingly the tendency of aged and women predominant society has been prominent. This condition unless a special measure is taken for the issue of labor shortage in the country is forecasted to grow even more serious. The issue of labor shortage is an important production element to increase the rural production power. The basic objectives of this study are : 1) to analyze the current state of rural labour problem in 2006, and 2) to make a few suggestion on how this problem of rural labour shortage problem could be alleviated. In order to achieve these objectives, raw data were collected from 123 farming households in 2006, which were selected based on four criteria : 1) islands, 2) mountainous area, 3) open field area, 4) suburban area.
