특수형태근로종사자의 직종별 국민연금가입 특성 분석:사업장가입자와의 비교를 중심으로

본 연구는 국민연금 DB를 통해 직종별 특고종사자가 어떠한 국민연금 가입 특성을 띠는지 파악하는 데 그 목적이 있다. 이를 위해 본 연구는 ‘전국민 고용보험 로드맵’에서 특고종사자의 적용 우선순위로 설정한 ‘관리 가능성’과 ‘보호 필요성’을 국민연금 상의 주요 가입지표로 구현했다. 주요 분석 결과와 함의는 다음과 같다. 첫째, ‘관리 가능성’ 측면에서 특고종사자는 사업장가입자보다 소득 파악률과 징수율 모두 낮은 것으로 나타났으나 그 정도는 ‘보호 필요성’ 측면보다 미미했다. 특고종사자 내 직종 내 격차 역시 그리 크지 않은 것으로 나타난다. 적어도 정책당국이 밝힌 특고종사자의 사업장가입 전환 검토 시 소득 파악률과 징수율 측면의 문제는 발생하지 않겠지만, 여전히 소득파악 자료와 실소득 간의 격차를 완화하여 제도 내실화를 다져야 할 필요가 있다. 둘째, 특고종사자는 ‘보호 필요성’ 측면에서 사업장가입자와 큰 격차를 보였으며, 직종 간 이질성도 상대적으로 크게 나타났다. 특히, 기준소득월액 수준과 기준소득월액 감소 변동성 지표는 사업장가입자와 매우 큰 격차가 있었다. 따라서 제도 외적으로 특고종사자의 일자리 질 제고와 위장 자영인화와 같은 오분류 고용(employee misclassification)을 막기 위한 정책당국의 개입이 필요하며, 제도 내적으로도 소득 급감을 겪는 저소득 특고종사자에 대한 연금보험료 지원 등의 정책을 펼칠 필요가 있겠다.
Abstract
Utilizing pension coverage indicators drawn from the NPS database, this study aims to analyze the coverage patterns of dependent self-employed (DSE) workers by occupation in the National Pension Scheme (NPS). To this end, it pays attention to a number of particular indicators that are selected on the basis of ‘manageability’ and ‘social protection’, two of which are emphasized in a government roadmap for the universal Employment Insurance. The main findings and implications are as follows. In terms of manageability, the DSE workers are found to show lower rates of income data tracking and pension contributions collection than the Workplace-based group, although the gaps between the two groups are modest. The gaps between DSE occupations are also not found to be significant. Although the aforementioned indicators are unlikely to be problematic when the government considers incorporating the DSE workers into the Workplace-based group, there is still a need to mitigate existing gaps between the reported and the actual income. Next, the DSE workers show a significant gap compared with their counterpart in terms of social protection; the heterogeneity between DSE occupations is also relatively large. In particular, the DSE workers have lower Standard Monthly Income but its radical fluctuation as compared to the Workplace-based subscribers. Hence, it would be necessary for the government to formulate policies for promoting the job quality of the DSE workers and minimizing disguised self-employment. Furthermore, there would be a need to introduce a measure that temporally matches pension contributions for the DSE workers with lower incomes who experiences a radical decline in their incomes.
