이 연구는 복합적 부정의에 대항할 새로운 정의관에 대한 요구, 지자체의 정의적 상황에 대한 진단 부재, 이로 인한 지자체의 정의 증진을 위한 방향 설정의 모호함을 문제의식으로 한다. 이에 따라 프레이저의 포괄적 정의론을 이론적 토대로, 광역지자체의 노인에 대한 정의의 수준을 결정하는 조건은 무엇인지 분석하고자 한다. 이론을 실증적 분석으로 연결하는데 적합한 퍼지셋 질적비교 분석 방법을 통해 17개 광역지자체의 노인에 대한 분배, 인정, 대표의 정의적 상태를 결정하는 필요조건과 충분조건을 분석했다. 분석 결과, 정의로운 분배의 필요조건은 높은 인구 천명당 공무원수, 충분조건의 원인조합은 높은 고령화율, 낮은 산업화, 높은 인구 천명당 공무원수, 낮은 노인 1인당 사회복지예산으로 나타났다. 인정의 필요조건과 충분조건, 대표의 필요조건은 검증되지 않았으며, 정의로운 정치적 대표의 충분조건의 원인조합은 높은 산업화, 낮은 노인 1인당 사회복지예산으로 확인되었다.
Abstract
This study is grounded in three critical concerns: the increasing demand for a new conception of justice to counteract complex forms of injustice, the absence of diagnostic insight into the justice-related conditions within local governments, and the resulting ambiguity in establishing effective strategies for promoting justice at the municipal level. In response, this research adopts Nancy Fraser’s theory of integrative justice as its theoretical foundation and seeks to identify the configurational conditions that determine the level of justice for the elderly in metropolitan local governments. Employing fuzzy-set Qualitative Comparative Analysis (fsQCA), a method well-suited to bridging normative theory with empirical inquiry, this study investigates the necessary and sufficient conditions that determine the presence of just distribution, recognition, and representation across 17 metropolitan local governments. The findings indicate that a high number of civil servants per 1,000 residents is a necessary condition for just distribution. A sufficient configuration for just distribution comprises a combination of a high rate of population aging, low industrialization, a high number of civil servants, and low per capita welfare expenditure for the elderly. Neither necessary nor sufficient conditions were identified for just recognition or necessary conditions for just representation. However, a sufficient condition for just political representation was found in the combination of high industrialization and low per capita welfare expenditure for the elderly.
