미국의 평등권수정(Equal Rights Amendment) 운동과 한국의 호주제폐지 운동에 관한 비교연구

초록

이 연구는 단일 의제를 가지고 전국적인 차원에서 50년 이상 지속되었던 미국의 평등권수정 운동과 한국의 호주제폐지 운동에 대한 비교연구이다. 두 운동의 유사한 배경에도 불구하고, 평등권수정운동은 부결되었고, 호주제폐지 운동은 목적을 이루어서 결과에서는 차이를 보인다. 이 연구는 운동의 종결시점에서 나타난 결과로 운동의 성공 혹은 실패를 개념화하는 것이 아니라, 운동과정의 특성들을 중심으로 과정지향적인 분석을 시도한다. 두 운동에 대한 비교분석의 주요 결과는 첫째, 호주제폐지 운동은 1960년대에서 1980년대까지의 가족법 개정의 성과를 바탕으로, 1990년대 말 이후 국가페미니즘과 범시민 연대운동을 통해 호주제폐지 성과를 끌어냈다. 반면에 미국의 평등권수정 운동은 입법에 필요한 여성주의 관료나 법조인의 부족을 한계로 갖고 있어서 결국 부결되었지만 평등개념에 대한 여성주의적 원칙을 견지했다는 의미를 갖고 있다. 둘째, 두 운동 모두 가부장제에 대한 근본적인 변화를 추구하기 때문에 반운동 세력의 영향력이 컸다. 미국은 여성들이 주도하는 반운동을 특징으로 하며, 그것은 평등권수정안의 부결에 상당한 영향을 끼쳤다. 반면에 한국에서 유림을 중심으로 하는 반운동 세력은 호주제 자체가 현대 가족의 변화에 역행하는 낡은 제도라는 점에서 대중적 설득력이 약했고, 개혁적인 정부에 견인되어 포섭되는 모습을 보였다. 이러한 차이에도 불구하고, 두 운동은 모두 개인적인 것을 정치적으로 만드는 과정이었으며, 이후의 운동 방향과 전략에 영향을 끼쳤으며, 여성운동 못지 않은 반운동 세력의 강화를 동반하였다.

Abstract

This paper aims to compare the Equal Rights Amendment (ERA) movement in the united States with the movement for the Abolition of the Family-Head System in South Korea, both of which lasted more than 50years focusing on a single issue. These two movements have commonalities; first, they both formed a nationwide umbrella organization regardless of participating organizations' political leanings, sizes, and difference among constituents. second, their main focus was to change the patriarchal social order. Even though these two movements have many commonalities in terms of their backgrounds, the ERA was rejected and the Family-Head System was abolished in the end. When comparing the two movements, distint differences of the two movements are as follows: first, the movement for the Abolition of the Family-Head System after the 1990s developed in solidarity with the reformative government, the women's movements, and feminist officials in the administration and the legislature, while the ERA movement kept ideological purity of equality and women lawmakers and pro-women Congress members were insufficient in number; second, the countermovement against the ERA was led by women and very influential, while in the movement for the Abolition of the Family-Head System, although there was a countermovement for the defense of the Family-Head System by Confucianist groups, the movement for the abolition won over the countermovement because of the favorable political opportunity structure. The consequences of the two movements were to connect issues of women’s everyday lives with social changes, and then to make the ‘personal political’. Secondly, the two movements influenced the feminist movement itself. This reveals that it influenced agendas and the direction of the women's movements both while in progress and after the end of the movement. Third, the two movements influenced intensification of the counter-feminist movement and the countermovement led by neoconservatives.
