이 연구는 탈북여성들의 어머니로서의 지위와 어머니 노릇을 소속의 정치학의 문제와 연관시켜 접근하고 해석하였다. 이주여성 일반이 겪는 본국-이주국 2자적 관계를 넘어서서 탈북 여성들은 북한-중국-남한이라는 3자적 초국적 관계 구도에 놓여있고, 이는 자녀들 소속의 다층성과 유동성을 복합적으로 낳고 있다. 이러한 자녀의 소속의 다층성과 유동성은 다시 남한 시민으로 살아가는 탈북 여성들로 하여금 일국적 차원을 넘어서서 복수의 가족들, 국가들 사이를 조정하며 초국적이고 복합적인 어머니 노릇을 실천하게 한다. 이를 연구하기 위해 이 글은 구술생애사 방법을 통해 5명의 탈북여성들의 인터뷰를 해석하였다. 북한, 중국의 자녀들을 남한으로 데리고 온 경우, 탈북여성들은 남한의 시민권, 교육 기회 등 최대한 정책적 자원들을 활용하고자 하지만 이것은 다른 한편으로 북한이탈주민, 다문화가정 등의 하위 범주들 속에서 특혜와 낙인이라는 위계화된 이등시민의 위치가 되는 것을 경험하게 했다. 남한 통치 하에서 탈북 여성들의 어머니 노릇은 물질적, 제도적 자원을 획득하면서도 동시에 사회적 낙인에 대처해야 하는 정치적 행위였다. 북한과 중국에 자녀를 두고 원거리 어머니로서 삶을 지속하는 경우, 이들은 초국적 위치에서 북한, 중국, 남한의 세 지역의 자녀와 가족들의 관계를 동시적으로 조율해야 했다. 특히, 중국에 있는 자녀와의 관계는 난민이었던 때가 같이 여전히 모자 관계가 성립되어 있지 않아 법적 취약성이 지속되고 있고, 현지 가족에게 경제적 지원을 지속해야만 원거리 어머니로서 인정을 받을 수 있었다. 북한의 자녀와의 관계에 있어서는 브로커를 통한 간헐적인 통화와 송금이 중요한 원거리 어머니 노릇이었고, 어머니 노릇을 수행하는 것 자체가 분단의 경계를 비공식적으로 넘나드는 법적 불안정성을 떠안는 상황에 놓이게 했다. 북한, 중국, 남한을 거치면서 탈북 여성들이 수행하는 어머니 노릇은 시민과 난민의 경계를 넘나든 그녀들이 법적, 제도적 지위를 상실하고 다시 획득하는 과정에서 가족 안팎의 젠더관계 뿐만 아니라 국가적 차원의 소속의 문제와 시민권을 협상하는 행위자로서의 실천들이었다.
Abstract
This article explores the legal status and practice of mothering of North Korean women migrants in terms of the politics of belonging. Most of the North Korean women migrants have children in two or three regions of North Korea, China and South Korea. This brings about the distinctive practice of mothering of North Korean women migrants in comparison with other women migrants or South Korean women. The author conducted the life-history interview of five North Korean women migrants and interpreted both their lived experience and narrative. North Korean women migrants who brought their children from North Korea and China try to give their children the legal status, registration of family, welfare benefit, educational resource in South Korea. However, they recognize that they are culturally and politically stigmatized by the categorization of “North Korean settlers” or “multicultural family”. Some North Korean women migrants who perform their long-distance mothering in China or North Korea send the remittance and sustain their position as a mother by breadwinning in the transnational family, even though this long-distance mothering still sustain their legal precarity. Practice of mothering of North Korean women migrants across three regions could give them both resource and stigma and continue negotiation of their belonging and identity beyond the national boundaries.
