Abstract

This study explores the concept of ‘time sovereignty’ from the perspective of gender equality. Through the experiences of women workers, it investigates the issues that must be resolved to guarantee workers’ ‘time sovereignty.’ Without a clear consensus on the definition of time sovereignty, this study examines the time sovereignty of 19 workers, including white-collar, manufacturing, care, and service workers. It addresses both the characteristics of working hours and the right of control over working hours. The investigation reveals that many research participants regularly worked long hours due to a labor shortage. In addition, when the employers held control over their working hours, middle managers were granted varying degrees of authority over their schedules. Also, many workers frequently experience changing work hours that accommodate their employers’ needs. When workers have control over work schedules, they benefit from being able to adjust their own time and place of work relatively freely. However, this has the effect of inducing long work hours and increasing labor intensity. Therefore, in addition to the workers’ right to autonomously manage their time and choose their own hours, working long hours should also be considered when defining time sovereignty. Long hours at work negate any notion of time sovereignty.
