시각장애인의 금융이해력에 관한 심층분석 - 자립생활 패러다임을 통한 맥락적 이해를 바탕으로 -

본 연구에서는 장애인복지의 최근 패러다임이 자기결정권을 존중하는 자립생활로 전환됨에 따라, 시각장애인의 경제적 자립생활의 근간을 이루는 금융이해력에 관해 사례연구방법으로 심층 분석하였다. 연구 결과, 먼저 시각장애인의 금융이해력을 맥락적으로 이해하기 위한 2개 범주로 ‘경제활동의 장벽과 직장생활의 고달픔’, ‘자립생활에 개입하는 활동보조서비스’와 금융이해력의 직접적 저해요인으로 ‘제한된 소통과 문제해결의 어려움’, ‘정보접근의 벽과 비용의 부담감’, ‘대처하기 힘든 금융거래와 소비자 활동’의 3개 범주를 추출하였으며, 이에 따른 10개의 하위범주와 41개의 의미단위가 나타났다. 한편, 시각장애인들은 금융관련뿐 아니라 일상생활상의 업무수행과 문제해결을 위해 활동보조서비스를 다양하게 활용하고 있었지만, 금융이해력 증대와 자기결정권 활용에는 여전히 시간과 지원이 제한적인 것으로 분석되었다.
Abstract
As the current paradigm of the welfare of the disabled has been changed to focus on a consumer viewpoint to respect the right of self- determination, this study was made to analyze financial literacy of people with visual impairment through the case study method. As a result, five categories have been drawn in this study with ten sub categories and forty one meaningful units relating to the five categories, respectively: barriers to economic activity and the weariness of a working life, activity support services to help achieve independent living, limited communication and difficulty of problem-solving, barriers to information access and burdens of cost, and handling difficult financial transactions and consumer activities. Above mentioned categories were replaced into two categories. The one was for contextual understanding of financial literacy of people with visual impairment. The other was constrained factors of it. Lastly, this study showed that time and support were not enough in increase financial literacy and to exercise the right of self-determination for people with visual impairment, although they have been utilizing personal assistant service for financial task as well as activities of daily living.
