자동차보험 가격자유화 전후의 손해보험산업 시장구조 및 경쟁도 변화 분석

본 연구는 자동차보험의 가격자유화가 시장구조와 보험회사들의 경쟁행위에 어떤 영향을 주었는지 구조적·비구조적 방법을 사용하여 분석·평가하고자 한다. 외환위기 이후 11년간(1998-2008) 자동차보험시장의 구조변화를 점유율과 집중도 분석을 통하여 평가하고, 행위변화는 팬자-로스(Panzar-Rosse)의 분석모형을 사용하였다. 분석 결과 자동차보험시장의 집중도는 가격자유화 이후에 감소하였으며, 손해보험산업의 경쟁도는 증가한 것으로 나타났다. 자동차보험의 가격자유화는 비슷한 시기의 시장진입자유화와 함께 시장경쟁의 촉진에 기여했다고 평가할 수 있다.
Abstract
This study aims to analyze and evaluate the influence of automobile insurance price liberalization on market structure and competitive behavior of insurers using structural and non-structural method. We analyzed the change of market share and Herfindahl-Hirschman index (HHI) for structural change, and employed Panzar-Rosse model for assessing behavioral change for 11 years (1998-2008) following foreign currency crisis. Results show that the degree of concentration was decreased and competition was increased in the market after price liberalization. We evaluate that price liberalization, together with deregulation of market entry around that time, contributed to the promotion of market competition.
