Abstract
Of the medical expenses, the National Health Insurance covers about 75% of the benefited healthcare expenses, while the non-benefited healthcare expenses are fully borne by the patient. Therefore, the main function of indemnity medical insurance is focused on guaranteeing non-benefited healthcare expenses. However, there has been little effort to investigate the effect of indemnity medical insurance on the non-benefited healthcare expenses. Therefore, utilizing the long-term (2012-2018) balanced panel data from the Korean Health Panel Study, this study analyzed whether the demand for the non-benefited healthcare expenses increased or decreased after the same person bought indemnity medical insurance. The empirical results with CRE model present that indemnity medical insurance had no effect on the non-benefited healthcare expenses. If only some of the insured show inefficient medical demand behaviors, the result of no moral hazard can be drawn as in this study. Therefore, further research to find a specific group or situation showing moral hazard by segmenting the analysis target and a policy that can prevent it are required.
